Protection and Advocacy (P&A) and Client Assistance Program (CAP) make up a nationwide network of disability rights agencies that provide literature on legal issues and referrals to programs that advocate for the right of people with disabilities. P&A agencies provide legal representation and other advocacy services to persons with disabilities. CAP provides information and assistance to individuals seeking or receiving vocational rehabilitation services under the Rehabilitation Act.
